General Election Information
The Birdville ISD Board of Trustees consists of seven trustees serving three-year terms. While candidates run for specific places, they do not represent specific geographical areas; rather, each represents Birdville ISD at large.
Terms and Election Schedule
Board members shall be elected for three-year terms, with elections conducted annually, as follows:
Place 1 & 2
The election for Places 1 & 2 shall be held in 2026, 2029, 2032, 2035 and in three-year intervals thereafter.
Place 3, 4, & 5
The election for Places 3, 4, & 5 shall be held in 2027, 2030, 2033, 2036 and in three-year intervals thereafter.
Place 6 & 7
The election for Places 6 & 7 shall be held in 2028, 2031, 2034, 2037 and in three-year intervals thereafter.
Birdville ISD Board of Trustees Meetings:
The BISD Board of Trustees meets the fourth Thursday of each month and any other such times as may be announced. When determined necessary and for the convenience of Board members, the Board President may change the date, time, or location of a regular meeting with proper notice. Please see the list of upcoming meetings and the Board Meeting Agendas page for a copy of the notice and record of a meeting of the Board of Trustees.

Form, Content, and Procedure:
An application for a place on the ballot must be in writing; signed, sworn to by the candidate before a person authorized to administer an oath, and dated; timely filed with the district's filing authority; and contain specified information about the candidate:
- the candidate's name, date of birth, and occupation;
- the candidate's residence address or the address at which the candidate receives mail with a description of the location of the candidate's residence;
- the candidate's length of continuous residence in Texas and in the district as of the date the candidate swears to the application;
- if available, a public mailing address and email address at which the candidate receives correspondence relating to the candidate's campaign;
- the office sought, including any place or other distinguishing number and an indication of whether the office sought is for a full or unexpired term;
- statements that the candidate is a U.S. citizen; has not been determined by a court to be mentally incapacitated; has not been convicted of a felony; is aware of the nepotism law; and swears an oath to support and defend the U.S. and Texas Constitutions and laws.
Eligibility:
An individual is eligible to be a candidate for, or elected or appointed to, a Texas school board if the individual:
- is a United Sates Citizen
- is 18 years of age or older on the first day of the term to be filled at the election or on the date of appointment, as applicable;
- has not been determined by a final judgment of a court exercising probate jurisdiction to be totally mentally incapacitated or partially mentally incapacitated without the right to vote;
- has not been fully convicted of a felony;
- has resided continuously in the state for 12 months and in the territory from which the office is elected for six months immediately preceding the following date:
- for an independent candidate, the date of the regular filing deadline for a candidate's application for a place on the ballot;
- for a write-in candidate, the date of the election at which the candidate's name is written in; or
- for an appointee to an office, the date the appointment was made;
- is registered to vote in the territory from which the office is elected on the date described above; and
- satisfies any other eligibility requirements prescribed by law for the office.

2023 Local School Election
November 7, 2023
On November 7, 2023, voters in Birdville ISD approved a local school election to allow the district to access additional funds using the tax rate on the Maintenance & Operations (M&O) side of the tax rate/budget. Because the local proposition passed, BISD will receive additional revenue to fund daily operational expenses such as safety, compensation and student programs/services. This will go a long way in helping us fund day-to-day operating costs in BISD.
A total of 8,320 or 78.13% of the voters voted For the local ballot measure, and 2,329 or 21.87% voted Against the local ballot measure. Overall, voter turnout in the local election was 10,649.

BISD Voters Approve Propositions A and B in $300.8 million bond package
On November 8, 2022, voters approved $300.8 million in bonds to be used for safety and security/renovations/repairs/rebuilds/buses, and technology.
Propositions A and B were approved and include:

- Rebuild Mullendore Elementary
- Build New Partner School (Smith/Francisco)
- Renovations at Denton Hwy. property
- Haltom High Cafeteria expansion
- Repairs/Upgrades
- Buses
- Press Boxes at all three high school football, baseball and softball fields
- Artificial Turf at all three high school baseball and softball fields
Proposition B: Technology
- Maintain replacement cycles for student/staff devices
With all precincts reporting, 40,545 total voters cast their votes in BISD’s bond election.
- Proposition A had 21,824 votes For and 18,721 votes Against;
- Proposition B had 21,567 votes For and 18,813 votes Against; and
- Proposition C had 19,062 votes For and 21,205 votes Against.
“I would like to express my sincere appreciation to the more than 50 community members that spent countless hours developing the bond proposal presented to voters in November,” Superintendent Dr. Gayle Stinson said. “In addition, thank you to the Birdville Backers, the board of trustees, BISD staff, and community supporters for your commitment to educating BISD families about the needs across the District and how the 2022 bond proposal would address those needs. Thank you all for your support of our children.”
With the passage of these propositions, the board of trustees has put into place plans for a citizen’s Bond Oversight Committee. This Committee will monitor the progress of the work to assure consistency with the propositions approved by voters. At least four times a year, the Committee will report on the progress to trustees. In addition to the report to trustees, quarterly reports will be available for review on the District’s website.
On Aug. 18, Birdville ISD’s Board of Trustees unanimously called for a bond election to be held as part of the general election on Nov. 8. BISD voters are being asked to consider three propositions totaling $359.8 million bond package that was developed with extensive community input by a diverse group of citizens from all parts of the District. The package approved by the Board addresses: safety and security upgrades at every campus; replacing three campuses with two (Mullendore Elementary and David E. Smith Elementary/W.T. Francisco Elementary [Partner School]); expansion of the Haltom High School cafeteria; critical repair/renovation needs requiring action in the next three years; indoor multipurpose activity centers at the three high schools; and technology upgrades Districtwide. This plan impacts every student, staff member, facility and community served by BISD.
