2026 Board Summaries

The Board of Trustees met in Regular Session on March 26, 2026. Below is a summary of highlights from the meeting.

Recognitions

Business Partner: Mercy Cares, which partners with Binion, North Ridge, Smith, and Spicer Elementary Schools; Haltom and North Oaks Middle Schools; and Haltom and Griggs High Schools, was recognized for its contribution in supporting the well-being of BISD students and positively impacting the individual campus communities. Through this partnership, Mercy Cares provides weekend food backpacks and other essential resources so that students from these campuses have access to nutritious meals when school is not in session.

National Merit Scholarship Program: Eight BISD students were recognized for their academic achievement in ranking among the nation’s top high school students in the National Merit Scholarship Corporation Program. Of the more than 1.3 million high school juniors who took the 2024 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT®), only the top 50,000 scorers earn recognition in the Program. Two-thirds of the top 50,000 scorers are identified as National Merit Commended Scholars. Of the remaining one-third of these students, roughly 16,000 students are identified as the nation’s top scorers. These Semifinalists represent less than 1 percent of the nation’s current high school seniors. Semifinalists who meet additional requirements advance to the Finalist round of the competition to qualify for roughly 6,800 available scholarships. BISD is proud to recognize the following students for their National Merit Scholarship Program achievements as follows:

Athletics Recognitions: Student-athletes from the Haltom High School wrestling team, led by Head Coach Mark Van Dine, were recognized for their achievements at the district and state competitions. They are:

  • Jose Andres Munoz: 2026 District Champion, 4th place Region 1-6A, 2026 State Qualifier, Top 12 in the State; and
  • Ean Castanon: 4-6A District Champion
Haltom wrestlers

Student-athletes from the Birdville High School wrestling team, led by head coach Albert Lujan, were recognized for the following achievements:

  • Reese Bradford: 2026 UIL Class 5A-190 State Champion
  • Jessica Conkle: 2026 UIL State Qualifier, 100 career wins
  • Robin Conkle: District 5-5A Champion, four-time UIL State Qualifier, 2026 UIL State Runner-up, 100 career wins
  • Baileigh Kitchens: District 5-5A Champion, Regional Qualifier
  • Aiden McKinnie: District 5-5A Champion, Regional Runner-Up, UIL State Qualifier
  • Cane Robles: 5-5A District Champion, Regional Runner-Up, UIL State Qualifier

With a 31-6 overall record, the Birdville High School boys basketball team, led by Head Coach Anthony Holman, advanced to the Class 5A Division I state semifinal for the second consecutive year. The Hawks also won bi-district, area and regional championships, as well.

National Board-Certified Teachers: The following BISD teachers were recognized for achieving their National Board-Certified Teachers (NBCTs) certifications, which is among the highest distinction a teacher can earn in the United States. 

  • Sarah Kelly – English Language Arts, Early Adolescence
  • Susana Meza – Middle Childhood Generalist
  • Sarah Sherman – English Language Arts, Early Adolescence
  • Randi Wheeler-Kurz – English Language Arts, Early Adolescence

Candidates typically invest 300-400 hours completing four components, including a comprehensive exam, student work analysis, classroom video submissions, and reflective professional learning. Research shows that students taught by National Board Certified Teachers often achieve higher academic outcomes, underscoring the impact of this designation.

The Board approved the application for a Remote Homebound Instruction Waiver for a student and approved that the Board delegates authority to the Superintendent to approve all Remote Homebound Student Waivers for the duration of the 2025-2026 school year in order to serve the educational and health needs of BISD students.

The Contract with Tarrant County Election Administration for the May 2, 2026, election was approved as presented.

The Board approved the renewal of the Texas Woman’s University (TWU) Dual Credit Partnership Agreement Memorandum of Understanding (MOU) for the 2026-28 academic years.

The Board approved the Memorandum of Understanding (MOU) between Tarleton State University and BISD for summer dual credit offerings.

The Board approved the 2026-27 Certification of Provision of Instructional Materials and TEKS Certification as presented.

District Administration recently issued a Request for Qualifications (RFQ) to solicit statements of qualifications from external audit firms. Based on the review, the Board approved Weaver and Tidwell, LLP, as the provider of external audit services for the District.

The Board approved the funding of the 2021 bond issue arbitrage rebate liability due to the IRS from the Debt Service Fund and related budget amendment. The payment of positive arbitrage rebate is a federal law requirement from Section 148 of the Internal Revenue Code and is due 60 days after the computation date.

The Board approved the City of Haltom City sanitary sewer replacement project easement agreements for a 15-foot-wide permanent easement and a 15-foot-wide temporary construction easement inside the property bounded by Broadway Ave., Belknap Street and Big Fossil Creek. On Birdville ISD-owned property, the City is proposing to replace the existing sanitary sewer main within a new easement, abandoning the older pipe and associated easements.

BUSINESS 

Donations from the following organizations were approved:

  • Richland Area Band Boosters to Fine Arts (valued at $20,000); and
  • Liberty Packaging to Thomas Elementary School (valued at $6,000).

  • John Cook & Associates for Birdville High School HVAC replacements;
  • MART, Inc., for the flooring replacement at Haltom Middle School;
  • Lee Lewis Construction, Inc., for the Richland High School courtyard security fencing materials; and
  • Lee Lewis Construction, Inc., for the courtyard projects and safety fencing labor at Birdville and Richland high schools.
  • Approved the purchase of student Chromebooks (Lenovo) from Delcom Group (funds from the 2022 Bond.)
