The Board of Trustees met in Regular Session on January 22, 2026. Below is a summary of highlights from the meeting.

Recognitions

Each year, January is designated as School Board Recognition Month in Texas. This year’s theme is “Our Future is Public,” which aptly represents the vision and commitment that each of the district's seven Trustees give to ensure a high-quality educational experience for Birdville ISD students and families. BISD Trustees are active volunteer leaders in our schools and community, and their service ensures that local decisions regarding BISD are made by those most familiar with the needs of our community. Trustees were honored with posters from BISD campuses and a video featuring students and staff from every school across the District. 

Drake Athletics was recognized for their generous holiday support and toy donations to Cheney Hills, Mullendore, and Spicer elementary schools. Drake Athletics founder and CEO, Terry Drake, stated that their company believes that supporting students and educators goes hand-in-hand, so their support of our BISD students and teachers was a natural fit. Principals from each of these schools shared in their appreciation of Drake Athletics and echoed the impact of this business partnership on their respective campuses.

With January also being National Mentoring Month, it is only fitting to recognize an organization with a mission centered on relationships and student success, Academy 4. Through their ongoing partnerships with Binion, Cheney Hills, Foster Village, Hardeman, Mullendore, Spicer, and Watauga elementary schools, Academy 4 provides a mentor for every fourth-grade student at each of these BISD campuses and builds connections between these schools and local churches, creating a network of support for students, staff, and families.

Students from the Automotive Technology program at the Birdville Center of Technology and Advanced Learning (BCTAL) recently competed at the 2026 Hot Rodders of Tomorrow Engine Building Challenge national competition and received 8th place overall in the nation. More than 100 teams nationwide attempted to qualify, with only 25 teams advancing to the national competition. The student team members are: Leo Crawford, Corban East and Tyler Hammack from Birdville High School; Rueger Morrison from Richland High School, and Sawyer Simcox from Haltom High School. 

Birdville ISD is committed to efficient, responsible operations and intentionally works to reduce energy consumption across the district. Through its partnership with Cenergistic, LLC, BISD focuses on smarter energy use by aligning daily operational practices with energy-conscious behaviors. This program emphasizes accountability, awareness, and data-informed decision-making to ensure facilities are operated efficiently without compromising comfort or learning environments. This maximizes taxpayer resources, reduces operational costs, and demonstrates stewardship that supports long-term sustainability for the district and community. As a result, BISD has earned the Best in Class Award for achievements in several categories, including:  

15% Program savings to date; 

$6,533,188 total cost savings; and 

Elimination of greenhouse gas emissions equivalent to 14,367 tons of waste recycled.

The Birdville ISD Finance and Federal Programs department, led by Executive Director Dr. Missy Glenn, has received the Texas Association of School Business Officials’ (TASBO) Award of Excellence in Financial Management for 2025-26. This is the fourth consecutive year for BISD to earn this honor. This award was created to recognize public education entities that have implemented professional standards, best practices, and innovations in financial reporting.

In addition, Birdville ISD’s Purchasing department, led by Director Shelley Freeman, has received the Texas Association of School Business Officials’ (TASBO) Award of Merit for Purchasing for 2025-26. This is the fifth consecutive year for BISD to earn this honor. The award was created to recognize public education agencies that are committed to following professional standards in the acquisition of goods and services. Members of the District’s finance and purchasing teams will be honored at an awards reception on February 25 during the 2026 TASBO Annual State Conference in Grapevine.

Summary of Actions 

Minutes of the December 11, 2025 meeting were approved. 

An Order for the 2026 Board of Trustees General Election for Places 1 and 2 (three-year terms) was approved.Texas Election Code requires school districts to conduct joint elections with other political subdivisions, and House Bill 2027 requires all political subdivisions to use county election precincts for the May uniform election date unless there is an exception. The 89th Legislature changed the May uniform election date from the second Saturday in May to the first Saturday in May.  

The Board approved the adoption and use of high-quality instruction materials, including state-developed materials for Kindergarten-3rd grade Foundational Skills (English Phonics) and Artes del lenguaje y lectura (Spanish Phonics) for Reading Language Arts (RLA). 

A resolution to declare the property at 3701 Layton Ave., Haltom City, Texas (7.75 acres) as surplus and initiate the process to sell this property was approved. Board policy CBD (LEGAL) authorizes a Board of Trustees to sell any property held in trust for public school purposes.  

The Board approved the resolution to amend the contract with VLK Architects to create a prototype elementary from the Mullendore Elementary design for any future elementary campuses. Utilizing existing designs will reduce the architectural fees on future projects.  

The Board approved the Tarleton State University 2026-27 Tarleton Today Program Memorandum of Understanding and authorized the Superintendent or designee to negotiate and finalize the contract. Tarleton Today offers Birdville ISD distance college courses through a dual enrollment model by which students can earn both high school and college credit from Tarleton State University through a distance education course. The District will follow the Tarleton State University academic calendar and grading policies for these courses. 

The District’s 2024-25 Single Audit report was approved as presented. 

The Board approved the purchase of fuel utilizing the Texas Association of School Boards (TASB) Energy Cooperative. The current fuel agreement expires February 28, 2026. This approval will allow TASB-qualified fuel providers to submit pricing proposals, and the district’s administration to enter into a contract for services with the provider submitting the best value to the district. This allows the district to purchase and lock in fuel futures 

Budget amendments for Functional Coding changes were approved. 

BUSINESS

The Board approved/adopted the following:

Donations were accepted from:

  1. The Birdville Education Foundation to Griggs High School in the amount of $8,000.
  2. Green Valley Elementary PTA to Green Valley Elementary in the amount of $4,400.
  3. Haltom Area Band Friends to the North Oaks Middle School Band in the amount of $4,000. 
  4. Cenergistic, LLC, to Mullendore Elementary School in the amount of $3,000.

Approved budget amendments.

BIDS/CONTRACTS/FINAL PAYMENTS AWARDED

Approved the contract with: 

  • HP Ecological Services, LLC, for the demolition of Francisco Elementary School under RFCSP 010-26. (Funds from the 2022 Bond.) 

Approved the final payment to:  

  • Lea Park & Play, Inc., for playground replacements and renovations at Birdville, Hardeman, Holiday Heights, Porter, Smithfield, Walker Creek, and West Birdville elementary schools. 

Other expenditures: 

  • Approved multiple vendors for industrial paper products under RFCSP 003-26. 
  • Approved multiple vendors for custodial supplies under RFCSP 004-26. 
  • Approved M.A.N.S. Distributors as the supplier for replacement hand soap and sanitizer dispensers and the ongoing provision of soap and sanitizer refills district-wide beginning February 1, 2026, under RFCSP 005-26.
