The Birdville ISD Board of Trustees was recognized for its leadership and commitment to the students of the District.

Mid-Cities Christmas Providers was recognized for their longtime support of Birdville ISD students and families. In December 2024, they helped 402 Birdville ISD families, 1,199 children, and 732 adults. This is an increase of 28% over 2023

Recognitions

The 2025 Texas All-State Musicians were recognized. The All-State Band musicians are Matthew Cantrell, Joshua Craig, Lian Duncan, Andrew Hernandez, Finnegan Morgan, Ayden Pryhuber-Fant, Carlos Quintanilla, Amber Reina and Joshua Rose. The All-State Choir musicians are Jacob Becker, Bennett Campbell, Grace Choate, Parker Meek, Jools Sandy, Sophia Sweny, Evie Trotter, Lilah West and JT Woodard.

Recognized Carla Campos, Haltom High School student, for winning the 6A Girls UIL State Wrestling Championship. Campos has been named an All-American, voted the District 4-6A Most Outstanding Wrestler and is a two-time Region 1-6A Most Outstanding Wrestler. Campos also won three district championship titles, two regional championships and is a two-time state medalist.

Recognized 5-5A District wrestling champions and State Qualifiers from Birdville High. They are:
- Alex Castellanos: 5-5A District Champion;
- Robin Conkle: 5-5A District Champion, Regional placer, and UIL State Qualifier;
- Andrew Purvis: 5-5A District Champion, Region 2-5A Champion, and UIL State Qualifier; and
- Reese Bradford: 5-5A District Champion, Region 2-5A Champion, and placed sixth at UIL State.

Recognized Dalton Williams (not pictured), Thomas Vanderburg and Elizabeth Hayden for earning their National Board certification.

Recognized Green Valley, Hardeman, North Ridge, Porter, Smith, Smithfield, Snow Heights, Thomas and Walker Creek elementary schools; North Ridge and Smithfield middle schools; and Birdville and Richland high schools for being named in the U.S. News & World Report's 2024–25 Best Schools rankings. These schools have demonstrated exceptional educational quality, earning their place among the best U.S. elementary, middle and high schools at both the state and national levels. The distinction of being ranked among the Best Public Schools reflects the commitment to academic excellence in the education of all students of these high-achieving schools.

BISD track and field student-athletes were recognized for their success. They are:
Brian Connors, Haltom High School, Pole Vault District Champion.
- Richland High School boys track team, District Champions.
- Richland High School’s 4 x 100 Area Champions: Jaxson Walker, JD Carrasquillo, Aaron Brooks, and Jaylen Gordon who set a new school record of 40.83.
- Richland High School‘s 4 x 200 Area Champions: Jaxson Walker, Jaylen Gordon, and Rodd Roberts who set a new school record of 126.00.
- Aaron Brooks, Richland High School, was the Area and Regional Champion in the long jump. He was also a State Qualifier.
Recognized Haltom High School boys soccer team as the 2025 8-6A District Champions. This is the team’s first District Championship. They were also the Bi-District Champions, Area Champions, and competed in the Regional Semifinals. Head Coach Frank Cordova was also named Coach of the Year.
Top-ranking students at Birdville, Haltom and Richland high schools for the Class of 2025 were recognized. Scholars include:

Recognized Pastor Chris Crenshaw and Gateway Church NRH for their partnership with Birdville High School (BHS). They have become a valued part of the BHS school culture, helping foster a welcoming and supportive environment for our students. Whenever a need arises on campus, the church is always there to offer their support, time, and resources to help meet the needs of the students and staff.

BISD gymnastics student-athletes were recognized for their success. They are:

Merchbirds donated items to BISD’s Purchasing Department for the Annual Secretaries Training meeting on July 21.
Approved Board President Ralph Kunkel as an official voting delegate and Board Member Kris Drees as an alternate delegate to the 2025 TASB Delegate Assembly.
Approved revisions to Board Policy EH (LOCAL) Curriculum Design. This policy pertains to a systematic, ongoing program of curriculum development and evaluation. It also ensures that the design and implementation of the District’s curriculum is consistent with the Board’s adopted mission and applicable goals, state laws, and State Board of Education rules.
Approved the proposed Board policy updates. Revisions/replacements were made to policies:
- EFB (LOCAL) Instructional Resources: Library Materials. This policy reflects revised provisions regarding the collection and procurement of library materials. It also defines the different methods to challenge library materials, along with the removal of library materials.
- FD (LOCAL) Admissions and FM (LOCAL) Student Activities. These policies reflect that Birdville ISD will not permit non-enrolled (private/charter/homeschool) students to participate in UIL activities.
- FNCE (LOCAL) Student Conduct: Personal Telecommunications/Electronic Devices. This policy prohibits student use of personal communications devices while on school property during the school day. It also defines the exceptions for the use of a personal communications device on school property.

Approved the annual resolution that establishes alternative standards to support campus security personnel.
Approved the 2025-26 budget amendment to roll funds for incomplete projects from the 2024-25 budget year forward to the 2025-26 budget.
Approved the District’s Concussion Oversight Team (COT). Team members are: Dr. Damond Blueitt, Adrian Rosales, Brandon Stafford, and Jared Whitmire.
Approved the 2025-26 appraisal calendars for principals (T-PESS) and teachers (T-TESS).
Approved the submission of the application to the Texas Education Agency showing that the District plans to continue to provide the Optional Flexible School Day program for the 2025-26 school year.
Approved the 179D allocations to McMillan James Equipment Company.

6 Stones was recognized for their longstanding relationship with Griggs High School. Volunteers from the 6 Stones Generations mentoring program invest their time and hearts into helping students develop essential life skills.

Students in Birdville ISD’s Texas Association of Future Educators (TAFE) won at state level competitions and advanced to the 2025 Educators Rising National Conference competition. The BISD national competition winners recognized were:

- Olivia McGuire, Richland High School, placed first in the Exploring Non-Core Subject Teaching Careers competition;
- Avalon Lidstrom, Richland High School, placed fourth in the Exploring Non-Core Subject Teaching Careers competition;
- Reagan Wilson and Madilynn Coe, Richland High School, placed third in the Interactive Bulletin Board team presentation;
- Ava Cooley, Richland High School, and Ava Arocha, Haltom High School, placed third in the Interactive Bulletin Board contest; and
- Liliana Perrin and Elyse Grierson, Birdville High School, placed fifth in the Research Learning Challenges event.

Students in Birdville ISD’s Game Design program competed at the SkillsUSA National Championship competition and won gold and first place in the Interactive Application and Video Game Development event. Congratulations to team members Michael Hodge and Dralon Cooper from Birdville High School.

Recognitions

Pudgy Penguin was recognized for their partnership with Birdville ISD. Pudgy Penguin has hosted an annual sock drive for the BISD Council of PTAs Clothes Connection & Supply Depot, providing much-needed support for students in need. In just two years, they have collected more than 1,370 pairs of socks. In addition, Board President Ralph Kunkel thanked all the businesses and organizations who supported Birdville ISD schools and students with back-to-school needs and activities.

Conducted a public hearing and approved the 2025-26 ad valorem tax rate of $1.18654 per $100 valuation. The maintenance and operations (M&O) portion of the tax rate is $0.7869 per $100 valuation. The portion to pay the debt service (I&S) is $0.39964. The ad valorem tax rate decreased $0.01176 from 2024-25.
Adopted a resolution calling for prepayment of a portion of the Birdville ISD Unlimited Tax School Building Bonds, Series 2016. This prepayment will save taxpayers more than $3.74 million in interest payments. Since 2014, the Board has approved prepayments of $34 million of bond principal payments, saving taxpayers nearly $24 million in interest. The district will also be able to include this additional bond prepayment in the Debt Services Fund Budget and further lower the interest and sinking tax rate $0.01176 to $0.39964.
Approved the 2025-26 budget amendment.
Approved a change for board meeting dates in November and December to Thursday, November 20, and Thursday, December 11, respectively, to avoid conflicts with the Thanksgiving and Winter breaks.
Approved the sale of surplus real estate property, which is the current warehouse at 5305 Midway Road in Haltom City. The current warehouse operations will be moved to other District facilities located closer to the main District operations.
Approved amendments to the District of Innovation Plan for 2022-27.
Approved appraisers for the Texas Principal Evaluation & Support System (T-PESS) and the Texas Teacher Evaluation & Support System (T-TESS) for 2025-26.
Approved the continuance of the existing resolution recognizing 4-H as an extracurricular activity and approved Laura Miller, Jay Craddel, Jacklyn Jones-Doyle, Alaina Woolsey, Christa DeStefano-Malik, Jordan Peldyak, and Kate Marshall as adjunct staff members.
Approved the resolution declaring property surplus and the special warranty deed for conveyance of property to Haltom City. The property is located along the east side of Big Fossil Creek at the District’s warehouse property, 5305 Midway Road, and will be used by the City for flood control prevention.
Approved the TxDOT temporary construction license for the safe routes to schools grant at Smithfield Middle School to enable access to the property.

Recognitions
WareSpace and Cleats for Athletes were recognized for their partnerships with Birdville ISD.

WareSpace has donated backpacks and a variety of school supplies to BISD that directly benefit students across the district.

Aaron Shockey, through his nonprofit Cleats for Athletes, has donated $6,000 worth of football cleats to Haltom Middle School.

Oliver Gibbs, a fourth-grade student from Holiday Heights Elementary, was recognized for being named a National Math Star – one of the most prestigious math awards in the country. Oliver was one of only 102 students in the United States to be named a National Math Star in 2025. To receive this recognition, Oliver completed a multi-stage evaluation process that assessed his mathematical aptitude; eagerness for deeper Science, Technology, Engineering and Mathematics (STEM) exploration; and the program’s potential impact on his trajectory. In addition to the evaluation process, Oliver also scored in the top 2-3 percent on a nationally-normed math test.

Sara Stieg, a seventh-grade honors math and eighth-grade Algebra I honors teacher at North Ridge Middle School, was recognized for being named a 2025 finalist for the Presidential Awards for Excellence in Mathematics and Science Teaching (PAEMST). Ms. Stieg was recognized as the PAEMST finalist for the state of Texas at the June State Board of Education Meeting in Austin and at the state math conference, the Conference for the Advancement of Mathematics (CAMT), in San Antonio in July.

Dr. Brenda Mesa was recognized for receiving the Texas Council of Teachers of Mathematics E. Glenadine Gibb Achievement Award. The award is named for Elizabeth Glenadine Gibb, who was a professor and mathematics educator at the University of Texas at Austin. Dr. Mesa has worked in Birdville ISD for 13 years, serving as a secondary mathematics coordinator, mathematics specialist, and a high school math teacher. She is currently BISD’s Assistant Director of Curriculum. In addition, she has also served as an adjunct professor at Dallas Baptist University and Southern Methodist University.

All three Birdville ISD comprehensive high schools were recognized for earning a spot in the U.S. News & World Report’s Best High School rankings for 2025. Principals Tim Drysdale of Birdville High, Michell Sheasley of Haltom High, and Dr. Nathan Frymark of Richland High accepted the awards and recognition on behalf of the staff members, students and families, and community supporters for their respective schools. To determine the Best High Schools rankings, U.S. News conducted a thorough review of more than 24,000 public schools across all 50 states and the District of Columbia and identified those that met rigorous criteria. The distinction of being ranked among the best public high schools reflects Birdville ISD's strong commitment to academic excellence as well as our dedication to nurturing students’ passions and guiding them toward their college and career aspirations.

Conducted a public hearing to hear and discuss the 2025 financial management report – Financial Integrity Rating System of Texas (FIRST) report and required disclosures. Birdville ISD received a 96 out of 100 for an “A” Superior Rating. BISD has received a superior rating for 21 consecutive years since the report’s inception in 2004.
Approved the Texas Association of School Boards Proposed Policy Update 125 and Birdville ISD proposed local policy update affecting FFAC (LOCAL). Policy Update 125 affects local policies BDAA (LOCAL) Officers and Officials: Duties and Requirements of Board Officers, EI (LOCAL): Academic Achievement, and FDE (LOCAL): Admissions, School Safety Training. The revision to policy FFAC (LOCAL) will reflect The Department of State Health Services rules on Maintenance and Administration of Unassigned Medication for Respiratory Distress as reflected in Texas Education Code 38.208; 25 TAC 40.44-49.
Approved 2025-2026 district improvement plan goals and objectives. The district improvement plan is the guiding document to meet Birdville ISD’s goals and objectives for improved student performance. The four objectives of the district improvement plan include the following:
- All students will realize their full potential and apply themselves to academic excellence without self-imposed limitations.
- All students will own their learning and aspire to achieve high academic goals.
- All students will demonstrate personal responsibility and integrity reflective of noble character.
- All students will be fully equipped and motivated to contribute to the greater good by unleashing their unique talents and gifts.

The Board recognized the BISD Council of PTAs for receiving the Texas PTA Fall Community Builder Award as well as its ongoing collaboration with the District and our campuses. This prestigious honor is presented to local and council PTAs that demonstrate outstanding commitment to building membership and strengthening engagement within their school communities.

In honor of Principal Appreciation Month, BISD’s principals were recognized for the critical role they have in shaping the success of students, staff and the entire school community. Fun fact: our 2025-2026 principals have a total of 786 years of combined service in public education!

Approved the City of Haltom City Water Line Easement Agreement, which provides a permanent 20-foot-wide easement for a new water line to connect water main dead-end lines at Hadley Street and Madge Place.
Approved the proposed list of Instructional Resources (Library materials) in compliance with Senate Bill 13 of the 89th Texas Legislative session.
Approved Dave Lambson, Rick Tice and Paige Curry as the superintendent’s designees for approving staff requests for access to one or more TEA web applications accessed through the Texas Education Agency Login (TEAL).

The Board of Trustees met in Regular Session on November 20, 2025. Below is a summary of highlights from the meeting.
Recognitions
The Sertoma Club of Watauga was recognized for their outstanding commitment to, and ongoing support of, Hardeman Elementary, Watauga Elementary and Watauga Middle schools by providing backpacks, school supplies, clothing, shoes for students and meals for staff throughout the year.

The Richland High School Marching Band was recognized for advancing to the Texas 2025 UIL 5A state marching band contest, where they also earned a spot in the finals competition. Out of 253 Texas high school marching bands, the Royal Marching Band was one of only 38 that advanced to the state level competition, ultimately placing 11th overall in state finals competition. The Royal Marching Band, led by Head Director Mike Pickrell, ranks in the top 4 percent of all Texas 5A high school marching bands.

Aidan Lindsey, fourth grade Science and Social Studies teacher at Cheney Hills Elementary, was recognized for recently being named the Texas Clinical Teacher of the Year by the Texas Directors of Field Experience (TDFE). The organization is composed of individuals in educational institutions across Texas who are responsible for the administration and coordination of educational field experiences in their respective institutions. In addition to being the Texas representative, Mr. Lindsey is also one of four finalists for the National Clinical Teacher of the Year.

The Board recognized 13 Birdville ISD campuses who were recognized for earning a spot on the U.S. News & World Report's 2025-2026 Best Elementary and Middle School rankings. Foster Village, Green Valley, Hardeman, North Ridge, Porter, Smith, Smithfield, Snow Heights, Spicer, Academy at C.F. Thomas, and Walker Creek elementary schools, along with North Ridge and Smithfield middle schools, achieved this remarkable distinction. U.S. News thoroughly evaluated public schools across all 50 states and the District of Columbia for the 2025-2026 Best Elementary and Middle School rankings, an exhaustive process encompassing more than 81,000 schools. The rankings are based on key indicators such as math and reading proficiency and overall performance on each subject on state exams. The rankings also consider student backgrounds and academic growth in core subjects. Congratulations to each of these award-winning schools for the excellence they display every day through incredible service and integrity to our community!

Approval of donations from:
o Haltom Area Band Friends to the Haltom Middle School Band;
o North Ridge Middle School PTA to North Ridge Middle School; and
o Valley Baptist Church to Cheney Hills Elementary School.
- Approval of the 2024-25 Annual Comprehensive Financial Report as required under Education Code Section 44. This report is used for determining the District’s financial condition, and assigning a Schools’ FIRST rating and bond ratings.
- Adoption of a resolution casting 73 votes in the election of members of the Board of Directors for the Tarrant Appraisal District (TAD).
- Approval of an updated Interlocal Agreement with the Region 8 Education Service Center. Texas Education Code § 8.002 permits regional education service centers to provide services such as purchasing cooperatives at no cost to assist school districts.
- Adoption of an updated participation agreement with the Sourcewell Cooperative Purchasing Program (previously known as the National Joint Powers Alliance (NJPA), of which BISD has been a participant in since its inception in 2016.
- Approval of the Local Accountability Systems Opportunity (LASO) Cycle 4 Grant application, which provides funding to support innovative strategies aimed at improving student outcomes and addressing local needs aligned with district and state priorities.
- Approval of the Early College High School Pathways in Technology, Early College High School Memorandum of Understanding, Facility Use Agreement and Operations Manual in partnership with Tarrant County College (TCC). Through this partnership, students have the opportunity to earn an associate degree or up to 60 college credit hours from TCC in conjunction with their high school diploma in industry-based certifications.
- Approval of Early College High School renewal applications for Birdville Center of Technology and Advanced Learning (BCTAL) Pathways in Technology and the Collegiate Academy of Birdville (CAB) as required by the Texas Education Agency (TEA).
- Approval of an instructional agreement with Tarrant County College for Emergency Care Attendant (ECA) and Emergency Medical Responder (EMR) industry-based certifications.
- Interlocal Agreement with Tarrant County for minor asphaltic patching of potholes at various District locations.
- Approval of monthly budget amendments and other expenditures: Multi-Region Purchasing Cooperative Interlocal Agreement for Child Nutrition purchases.

The Board of Trustees met in Regular Session on December 11, 2025. Below is a summary of highlights from the meeting.
Recognitions
Gateway Church North Fort Worth was recognized for their ongoing and generous support of Hardeman Elementary School. As part of their local community support initiative, their recent $10,000 donation will assist in providing charter buses for the fifth-grade field trip to Camp Grady Spruce on Possum Kingdom Lake, as well as help fund healthy snacks, attendance incentives, the Campus Giving Tree (a cherished Hardeman tradition since 2017), and the “Beep Bucks Store.” In addition, their support will help provide materials and snacks for after-school programs and staff recognition throughout the year.

The 2025 Holiday Greeting Card Contest featured artwork submitted by BISD middle school art students. The first-, second-, third-place and two honorable mention winners were selected by Administration Building staff and members of the Executive Leadership Team out of 68 total entries submitted.
Keren Perez, North Richland Middle School 8th grader, was recognized as the first-place winner and her artwork appears on the cover of BISD’s 2025 holiday card. As the first-place winner, Keren was awarded a $100 Amazon gift card. Her art teacher is Ms. Kerri Woodall.

Bailey Murray, Smithfield Middle School 6th grader, was recognized as the second-place winner and was awarded a $50 Amazon gift card.

Amy Izquierdo, Smithfield Middle School 8th grader, was recognized as the third-place winner and was awarded a $25 Amazon gift card. Irene Israil, Richland Middle School 7th grader, and Emily Musgrave, North Richland Middle School 6th grader, were both recognized as honorable mention winners. They each received a $10 Amazon gift card.


The Birdville ISD Child Nutrition Department, led by Director Michelle Risenhoover, has received the United States Department of Agriculture (USDA) Innovation in the Preparation of School Meals Award for incorporating new menu items prepared from scratch using local agricultural products or USDA food in accordance with the USDA receipt standardization process. Based on student input, Child Nutrition introduced street corn, pasta salad, and beefy macaroni as part of the new menu items.

Minutes of the November 20, 2025, meeting were approved.
The Board approved the Bears as the official mascot of the Collegiate Academy of Birdville (CAB). Established in 2019, the CAB recently moved to its permanent location on the Tarrant County College-Northeast Campus. While the CAB has a formal logo, students and staff believed that a mascot would give the CAB identity, unity, and school spirit beyond what the formal logo provides. Through a collaborative process between staff and students, the top five words they felt best represented the CAB were challenging, determined, academic, supportive and welcoming. With these words in mind, the group came to a consensus on Bears as the preferred mascot for the CAB.
The Board approved new course offerings in the Cybersecurity Program of Study within the Information Technology (IT) career cluster for the 2026-27 school year. This career cluster includes occupations ranging from Software Developer and Programmer to Cybersecurity Specialists and Network Analysts.
The School Health Advisory Council (SHAC) Membership for the 2025-26 school year as required under Board policy BDF(LEGAL) was approved. The purpose of the SHAC is to assist the District in ensuring that local community values are reflected in the District’s health education instruction.
The Board approved the Adoption of High-Quality Instruction Materials approved by the State Board of Education (SBOE), including the state-developed materials called Texas Bluebonnet Learning for Math and Reading Language Arts (RLA). In accordance with Board policy EFA(LOCAL) REG, the Board adopted the Bluebonnet Learning RLA for grades Kindergarten-5, Bluebonnet Learning RLA Spanish for grades Kindergarten-5, and Bluebonnet Learning Secondary Mathematics, Edition 1 Algebra II and Geometry.
The Board adopted the Resolution which rejects the resolution prescribed by Senate Bill 11.
The Board approved the list of Designated Nonbusiness Days as presented for the 2026 calendar year as required under Section 552.0031 of the Texas Government Code, which clarifies business days and requires the establishment of nonbusiness days under the Texas Public Information Act (TPIA).
BUSINESS
The Board approved/adopted the following:
- 2025-26 One-Time Projects budget amendment for spring 2026.
- 2026 Tarrant Appraisal District Fees were approved as presented.
- Resolution approving the Requirements of the Public Funds Investment Act.
- Final Change Order for Lee Lewis Construction, Inc., for the Birdville High School Courtyard Project. This results in a savings to the District of more than $290,000.
- Purchase of tennis court fence replacement from Hellas Construction, Inc., for Haltom High School.
- Donations were accepted from:
- The Birdville Education Foundation to the Counseling Department in the amount of $55,100.
- The Birdville Education Foundation to Specialized Instruction, Evaluation and Early Childhood in the amount of $25,132.
- Gateway Church North Fort Worth to Hardeman Elementary School in the amount of $10,000.
- The Zanelli Family Foundation to Stowe Elementary School in the amount of $10,000.
- Approved budget amendments.
