Student Recognition
Benjamin Torres, fourth grader at Binion Elementary, was recognized as BISD’s 2020 Holiday Card Contest winner.
Partners in Education Recognition
The BISD Board of Trustees was recognized for its leadership and commitment to the students of the District.
City Point United Methodist Church in North Richland Hills was recognized for its support of Binion Elementary School. Representing the church were Jeff May, pastor, and Sharma Castillo, director of program ministries. The church provides school supplies, clothing, food for students and food and prizes for staff.

- Birdville Education Foundation to BISD;
- Upper Ninety Booster Club to Birdville High Girls soccer; and,

Approved the Order of Trustees General Election for Saturday, May 1 to fill Places 3, 4 and 5 (currently held by Whitney Harding, Jack McCarty, and Richard Davis respectively).
Approved the memorandum of understanding (MOU) for dual credit courses with Tarrant County College.
Approved the ESC Region 20 Special Education Supports Cooperative Interlocal Agreement.

Partners in Education Recognition
Acuity Brands Lighting, Inc. and representative Leslie Caban, were recognized for their support of North Ridge Elementary School. Acuity conducted a sock and underwear drive to benefit the North Ridge Elementary students. They collected and donated 330 pairs of socks and 340 articles of underwear.
Raising Cane’s Restaurant and manager Jeremy Goad were recognized for their support of Smithfield Middle School. They have donated meal gift cards for Smithfield’s Staff Spotlight each week for the past two years.

Approved Thompson & Horton, LLC to conduct the superintendent search for the District. BISD Superintendent Dr. Darrell G. Brown announced his retirement effective June 30.
Approved the resolution to pay employees due to missed winter weather days.
Approved the change in the date of the BISD Board of Trustees meeting in May 2021. The May meeting will conflict with the high school graduation ceremonies. The changed date is Thursday, May 20 at 7 p.m.

A public hearing was conducted for the District 2019–20 Texas Academic Performance Report (TAPR).
Bids Awarded
Approved the bid/purchase for:
- Fluid-applied roofing system for W.G. Thomas Coliseum from Tri-Lam Roofing and Waterproofing, Inc.; and
- Fire alarm system replacements at Shannon High School and the Administration Building from FPS Fire Protection Specialist, LP.
Approved the bid/purchase for: (Monies for these projects will come from 2018 Bond funds.)
- Furniture for Haltom and Richland middle schools and Smithfield and Cheney Hills elementary schools from Indeco Sales, Inc.;
- Generator equipment for the Technology Department at the BISD Plaza from Freedom Construction; and

- Cenergistic LLC Energy Management contract renewal for energy management services for the District; and
- DFW Mechanical Group for HVAC preventative maintenance at six facilities.

Partners in Education Recognition
Victory Baptist Church and representative Trish Fletcher were recognized for their support of West Birdville Elementary School. They have contributed uniforms, blankets, clothing, shoes, and supplies to the students. Also, they have purchased hundreds of reusable masks for students, and they love on the teachers each month with fun snacks and treats.
Gateway Church (NRH Campus) and representative Leslie Hyde were recognized for their support of West Birdville Elementary (WBE) School. They have provided bikes for attendance incentives; reusable water bottles for every student, a socially-distanced dance party in the field complete with a DJ, ice cream, and a balloon arch; WBE hoodies for every student and staff; school supplies; uniforms; food, gift cards; hygiene kits for each fifth grader; and even hotel rooms when the winter storm forced some families to leave their homes. They have reached out to some of those same families to provide aid and repairs.
Student Recognitions
Birdville High School cheerleaders were recognized for winning the UIL 5A-D1 Spirit State Championship.
The 2021 Texas All-State Musicians were recognized. They are: Sophie Connolly, Kurt Growald, David Hernandez, Matthew Leeper, Cecily Mallou, Leora Otteson, Alexis Palacio, Makenna Pollock, Judah Rainey, and Alyssa Perrin.
Richland High School boys basketball team and Coach Danny Henderson were recognized for the team winning first place in District 6-5A.
Summary of Actions
Approved the Texas Education Agency Missed School Day waivers.
Approved the Texas Association of School Boards (TASB) Proposed Policy Update 116. Update 116 reflects changes in the law based upon recent administrative law and court decisions. Revisions were made to policies:
- CQB (LOCAL) Technology Resources: Cybersecurity [replace];
- DCD (LOCAL) Employment Practices: At-Will Employment [replace];
- DCE (LOCAL) Employment Practices: Other Types of Contracts [replace];
- FFAC (LOCAL) Wellness and Health Services: Medical Treatment [replace, includes revisions recommended by Birdville ISD]; and
- GKA (LOCAL) Community Relations: Conduct on School Premises [replace].
Approved the early childhood instruction materials.
Approved the interlocal agreement with Haltom City for resurfacing Hadley Street.
Approved the interlocal agreement with Richland Hills for resurfacing Dreeben Street.

Partners in Education Recognition
Tyson Foods, represented by Terry Patton and Marte Amrine, was recognized as an active business partner with BISD’s Career and Technology Education (CTE) program. Tyson Foods has generously supported CTE’s student scholarship program for more than 10 years.
Birdville Council of PTAs 2020–21 President Candice Bishop, Fifth Vice President Clothes Connection Cathy Langston, and Sixth Vice President Supply Depot Melissa Flowers were recognized for their outstanding leadership of the Birdville Council of PTAs, Clothes Connection and Supply Depot.

Top-ranking students at Birdville, Haltom and Richland high schools for the Class of 2021 were recognized. Scholars include: Kyle Settelmaier, valedictorian, BHS; Lizbeth Martinez, valedictorian, HHS; Timothy Sweet, valedictorian, RHS; Abigail Aswad, salutatorian, BHS; Cecilia Romero, salutatorian, HHS; and Grace Schneider, salutatorian, RHS.
Jackson Tucker, Haltom High School senior, was recognized as a National Merit Semifinalist.
Seven seniors were recognized as commended scholars in the National Merit Scholarship Program. They are: Fiona Rose Burleson, Ethan Montgomery Harrah, and Kyle Settelmaier, Birdville High School; and Miguel Aparicio, Grace Schneider, Marina Sorola Yoshida, and Timothy Sweet, Richland High School.
Four seniors were recognized as National Merit Hispanic Scholars. They are: Lizbeth Martinez and Cecilia Romero, Haltom High School; and Miguel Aparicio and Marina Sorola Yoshida, Richland High School.
Nine students from Birdville, Haltom and Richland high schools were recognized for their artwork advancing to the Texas Association of Art Educators’ Visual Arts Scholastic Event (VASE). They are: Callum Aspaas, Idalyis Bunyavong, Alyssa Dotson (two works/one Gold Seal), Amire Gemeny, Colby Golightly, Lauren Ashley Moore, Sinali Premaratne, Emily Smay (Gold Seal), and Hannah Vice.

- Mr. and Mrs. David E. Smith to Smith Elementary;
- Upper Ninety [Soccer] Booster Club to Birdville High School girls soccer program;
- Birdville Education Foundation to Birdville ISD; and
- The Community Enrichment Center (CEC) to Counseling Services.
Approved the revision to Board Policy FDA (LOCAL) Admissions: Interdistrict Transfers and FDB (LOCAL) Admissions: Intradistrict Transfers and Classroom Assignments. This revision updates BISD’s Open Enrollment program to provide for individual out-of-district pre-K students (Interdistrict) who meet eligibility requirements for pre-K to attend a Birdville campus where space is available.
Approved the 2021–22 Student Code of Conduct and Extracurricular Honor Code.
Approved the Memorandum of Understanding (MOU) with Tarrant County College for HB5 college preparatory courses.
Approved the agreement for use of the band trailer between the Haltom Area Band Friends Booster Club and Birdville ISD.
Approved the resolution regarding ESSER III and Board Policy CB (LOCAL) State and Federal Revenue Sources.
Approved the resolution delegating authority to the superintendent to select and approve vendors for plumbing repairs or replacement at Snow Heights Elementary.

Public Hearing
A public hearing was conducted on the 2020–21 state compensatory funding.
Approved the bid/purchase for:
- Buses from Longhorn Bus Sales;
- Workers Compensation insurance from Workers’ Compensation Solutions;
- Liability and auto insurance from Property Casualty Alliance of Texas;
- Advanced Placement Tests from College Board.
Approved the contracts with:
- Navigate360 for safety and security software;
- North American Solutions (NAS) for property insurance; and
- VLK Architects for design of a modular classroom complex at The Academy at Carrie F. Thomas.

THE BOARD MET IN SPECIAL SESSION on April 27 and took the following actions:
Named Dr. Gayle Stinson as the lone finalist for superintendent of schools for Birdville ISD. The Board will finalize the process after the required 21-day waiting period. Dr. Stinson is expected to begin in BISD on July 1.
Approved a $57,000 starting teacher pay, a 3.3 percent raise for teachers, and a 3 percent mid-point raise for other staff, plus adjustments as presented.
THE BOARD MET IN SPECIAL SESSION on May 11 and took the following actions:
Canvassed the votes of the May 1, 2021 trustee election.
Approved making both the wearing of face masks in all BISD facilities and close contact quarantines optional effective June 1.
THE BOARD MET IN SPECIAL SESSION on May 18 and took the following actions:
Approved Dr. Gayle Stinson as superintendent of schools for Birdville ISD with a beginning duty date of July 1.
Administered the oath of office to Place 3 Trustee Brenda Sanders-Wise, Place 4 Trustee Matthew Womble, and Place 5 Trustee Richard Davis.
Elected the 2021–22 officers for the Board of Trustees. They are: Joe Tolbert, president; Kelvin Dilks, vice president; and Richard Davis, secretary.

Student Recognitions
Haltom High School graduate, Janette Padilla, was recognized for winning third place in the Commercial Baking contest at the National SkillsUSA competition. She was a student in BISD’s Culinary Arts program.
Summary of Actions
Approved the TEA waiver for remote homebound instruction.
Approved the revised 2021–22 Student Code of Conduct and Extracurricular Honor Code.
Approved the 2021–22 revised General Fund and Debt Service Fund budgets.
Adopted a resolution authorizing the District to provide COVID-19 leave until January 31, 2022.
Approved the 2021–22 ad valorem tax rate of $1.338 per $100 valuation. The maintenance and operations (M&O) portion of the tax rate is $0.9241 per $100 valuation, a 4.23 cent decrease over the 2020–21 M&O tax rate. The portion to pay the debt service (I&S) is $0.4139. The M&O tax rate is $0.0423 less than 2020–21, and the I&S rate is unchanged.
Adopted a resolution calling for prepayment of a portion of the Birdville ISD Unlimited Tax School Building Bonds, Series 2019. This prepayment will save taxpayers more than $2.45 million in interest payments. Since 2014, the Board has approved prepayments of $18.46 million of bond principals saving taxpayers more than $11.8 million in interest payments.
Approved the changes in the dates of the BISD Board of Trustees meetings in November and December 2021. The November and December meetings fall during holiday periods. The changes are: Thursday, Nov. 18 at 7 p.m. and Thursday, Dec. 9 at 7 p.m.
Approved the 2021–22 teacher (T-TESS) appraisers.
Approved the 2020–21 principal and assistant principal (T-PESS) appraisers.
Approved the resolution recognizing 4-H as an approved extracurricular activity. Emily Shannon, Fralonda Aubrey, Jacklyn Jones-Doyle, Robin Hall, Jacqueline Frampton, Jordan Peldyak, Laura Miller and Alaina Woosley will be the adjunct staff members.
Approved the District’s Concussion Oversight Team (COT). Team members are: Dr. Damond Blueitt, Dr. Michele Kirk, Adrian Rosales, Lacy Foster, and Heather Penka.
Approved Steven Franks, director of business, as the Property Casualty Alliance of Texas (PCAT) member representative.

Recognitions
Marcus Warren with North Tarrant Express presented four randomly selected classroom teachers with $250 gift cards. Trustees Ralph Kunkel and Kris Drees drew the names live on Facebook on Friday, Oct. 22. Approved the Texas Association of School Boards (TASB) Proposed Policy Update 117. Update 117 reflects changes in the law based upon recent administrative law and court decisions. Revisions were made to policies:
- CH (LOCAL) Purchasing and Acquisitions [replace];
- CV (LOCAL) Facilities Construction [replace, includes revisions recommended by Birdville ISD]; and
- DEC (LOCAL) Compensation and Benefits: Leaves and Absences [replace, includes revisions recommended by Birdville ISD].

Approved the request for additional class-size waivers for four sections in prekindergarten through fourth grade for 2021–22.
