Birdville ISD is pleased to announce the appointment of Billy Neal as principal at West Birdville Elementary School. A familiar face in the BISD community, Neal joins the Mustang family from Richland Middle School, where he has served in campus leadership since 2019. His appointment follows the resignation of former Principal Vanessa Sutton this summer.

“Mr. Neal is an exceptional leader who has a passion for helping students succeed through meaningful and effective instruction and support for teachers and staff,” said Dr. Gayle Stinson, Superintendent. “We are thankful for his service at Richland Middle and excited for what he will accomplish together with West Birdville students, staff, and community moving forward.”

Known for strong instructional leadership and focus on individual student success, Neal has served as RMS Principal since 2022 and, previously, as Assistant Principal from 2019-2022. He started his career in Mansfield ISD and has served in a variety of campus capacities including classroom teacher, instructional coach, and campus leadership. He also serves as a bilingual liaison for BISD Student Services.

He earned his Master’s in Educational Leadership from the University of Texas at Arlington and his undergraduate degree from Texas A&M University-Commerce. He is certified in school administration for early childhood through grade 12 and holds a specialization in grades 4-8 mathematics and science.

Neal will transition to his new role at West Birdville on July 14.
