Birdville ISD Earns Perfect Score for Financial Accountability

Birdville ISD has received a 100 — the highest possible score — and an “A” Superior Rating under the School Financial Integrity Rating System of Texas (FIRST), marking the 24th consecutive year the district has earned the state’s highest financial accountability rating.

“Receiving a perfect score on the FIRST financial accountability rating is a tremendous accomplishment and reflects the strength of Birdville ISD’s financial practices,” said Dr. Missy Glenn, Executive Director of Finance and Student Auxiliary Services.

The rating reflects the district’s ongoing focus on sound financial practices, transparency and careful management of public funds. From day-to-day Maintenance and Operations spending to voter-approved bond expenditures, BISD works to ensure taxpayer dollars are managed with purpose and in ways that support students and the district’s long-term needs. Since 2014, the BISD Board of Trustees has approved prepayments of bond principal payments, saving taxpayers nearly $28 million in interest.

“This achievement is a reflection of the Board of Trustees’ commitment to responsible stewardship of taxpayer resources, and the leadership of our Superintendent, Dr. Gayle Stinson, in maintaining a culture of fiscal responsibility, transparency, and accountability,” Dr. Glenn added. “I am incredibly proud of our finance team, led by Associate Superintendent and CFO Katie Bowman, and the systems we have in place to ensure thoughtful, strategic decisions that protect the district’s financial health and support our students.”

The district’s financial stewardship is built on consistent planning, strong internal systems and a commitment to making thoughtful decisions with public resources. The perfect score is the latest recognition of that work — and of the district’s long-standing commitment to being responsible stewards of the dollars entrusted to Birdville ISD.

The School FIRST accountability system, mandated by the Texas Legislature and administered by the Texas Education Agency, requires school districts and charter schools to report their financial accountability ratings to the public. The most recent rating report was presented to the BISD Board of Trustees during the September 2026 Board meeting.
