Birdville ISD Earns Dual Statewide Honors for Financial and Purchasing Excellence

Before a single lesson is taught or a school bell rings, Birdville ISD’s Finance and Purchasing Departments are hard at work behind the scenes ensuring every dollar entrusted to BISD by the community is managed responsibly and put to work for students. That quiet but critical commitment has once again earned BISD statewide recognition, with both the Finance and Purchasing Department receiving prestigious honors from the Texas Association of School Business Officials (TASBO) for the 2025–26 school year.

For the fourth consecutive year, BISD’s Finance Department, led by Executive Director of Finance & Federal Programs Dr. Missy Glenn, has earned TASBO’s Award of Excellence in Financial Management. The award recognizes districts that demonstrate the highest professional standards in financial reporting, transparency, accountability and stewardship of taxpayer dollars.

“Winning the TASBO Award of Excellence in Financial Management reflects our Board of Trustees' and district leadership's commitment to transparency, accuracy, and the highest standards of financial accountability for students, staff, taxpayers, and community,” Dr. Glenn said. “This recognition affirms that Birdville ISD's financial management practices not only meet, but exceed, state and professional requirements, supporting informed decision-making and long-term fiscal stability. Ultimately, this award reinforces public trust and demonstrates the district’s dedication to responsible stewardship of public funds in support of student success.”

Complementing that achievement, BISD’s Purchasing Department, led by Director Shelley Freeman, received TASBO’s Award of Merit for Purchasing Operations for the fifth consecutive year. The award honors Texas school districts that consistently follow professional standards and best practices in the acquisition of goods and services.

“The TASBO Award of Merit for Purchasing reflects the district’s commitment to ethical, transparent, and efficient purchasing practices that support student success,” Freeman said. “This award recognizes BISD’s dedication to maximizing taxpayer dollars while ensuring compliance with state laws and best practices. This achievement highlights the hard work and professionalism of the purchasing team and reinforces the district’s accountability to the BISD community.” 

Created by TASBO, both awards evaluate best practices, accuracy, compliance and innovative approaches that ensure public funds are managed effectively and communicated clearly to stakeholders. Together, the recognitions demonstrate BISD’s districtwide commitment to fiscal integrity and operational excellence.

Earlier this school year, BISD also earned an “A” Superior Rating under the School Financial Integrity Rating System of Texas (FIRST) for the 23rd consecutive year, further underscoring the district’s strong financial accountability and transparency.

Members of the BISD Finance and Purchasing teams will be honored at an awards reception sponsored by BuyBoard Purchasing Cooperative on February 25 during the 2026 TASBO Annual Conference in Grapevine, where districts across the state will be recognized for excellence in school business practices.
