Birdville ISD Earns Certificate of Excellence in Financial Reporting

Birdville ISD has been awarded the prestigious Certificate of Excellence in Financial Reporting (COE) by the Association of School Business Officials International (ASBO) for its outstanding financial transparency and reporting.

The COE recognition promotes high-quality financial reporting, and earning the COE recognition can help enhance district bond ratings. Stronger bond ratings can contribute to more favorable interest rates on future bond issuances and provide long-term savings for the community.

Earlier this school year, BISD earned an “A” Superior Rating for financial accountability and transparency under the School Financial Integrity Rating System of Texas (FIRST) for the 23rd consecutive year. This “A’ rating is the highest rating possible on the state system – which reflects the district's commitment to using taxpayer dollars responsibly and transparently. This includes the Maintenance and Operations budget, funded by local property taxes, as well as bond-earmarked expenditures from voter-approved bond sales.

“The COE recognition reflects the Birdville ISD Board of Trustees’ and District Leadership’s strong commitment to transparency, accuracy, and the highest standards of financial accountability to our students, staff, taxpayers, and community,” said Dr. Missy Glenn, Executive Director of Finance and Federal Programs. “This distinction confirms that BISD’s financial reporting not only meets but exceeds rigorous national standards for clarity, completeness, and accountability, supporting sound decision-making and long-term fiscal health. Ultimately, this recognition strengthens public confidence and highlights BISD’s ongoing dedication to responsible stewardship of public resources in support of student success.”

The district earned the COE distinction based on its Annual Comprehensive Financial Report (ACFR) for the fiscal year ending June 30, 2025. The COE recognizes school systems that meet the highest standards of financial accountability, clarity and full disclosure.

Participation in the COE program highlights a district’s dedication to responsible stewardship of public resources. Each submission undergoes a rigorous review by experienced financial professionals who provide detailed feedback to enhance future reporting.
