The Texas Comptroller of Public Accounts is proud to announce the Transparency Stars program, recognizing local governments for going above and beyond in their transparency efforts. The program recognizes government entities that accomplish the following:

  • open their books not only in their traditional finances, but also in the areas of contracts and procurement, economic development, public pensions and debt obligations.
  • provide clear and meaningful financial information not only by posting financial documents, but also through summaries, visualizations, downloadable data and other relevant information.

Summary

The District operates on a fiscal year beginning July 1 and ending June 30.  Budget planning is an integral part of overall program planning.  The budget reflects the District’s programs and activities and provides the resources to implement them. In the budget planning process, general educational goals, specific program goals, and alternatives for achieving program goals are considered, as well as input from the District and campus-level planning and decision-making committees.

The adopted budget provides the authority to expend funds for the purposes indicated and in accordance with state law, Board policy and the District’s purchasing procedures.  The expenditure of funds must be in accordance with the adopted budget.

Tax Rate Information

  • For the 2026 tax year, Birdville ISD’s Board of Trustees adopted a Maintenance & Operations tax rate of $0.7869 and a Debt Service tax rate of $0.39964, which is a total tax rate of $1.18654. ($.01176 less than the tax rate for 2025)

    Due to lower interest rates, increases in valuation and prudent financial decisions by the District, the debt service tax rate is over 1.35 cents less than what was told to voters in 2014. In addition, since 2014, the Board has approved prepayment of more than $18.465 million of bond principal saving taxpayers more than $11.8 million in interest payments.

Each year school districts must have their annual financial and compliance report audited by an independent auditor.  The resulting annual financial and compliance report must then be submitted to TEA for review.

Public Information Request (Open Records)

The Texas Public Information Act gives the public the right to request access to government information.

Making a Request 
The Act is triggered when a person submits a written request to a governmental body. The request must ask for records or information already in existence. The Act does not require a governmental body to create new information, do legal or other research, answer questions, or explain district decisions.

Charges to the Requestor 
A person may ask to view the information, obtain copies of the information, or both. If a request is for copies of information, the governmental body may charge for the copies. If a request is only for an opportunity to inspect information, then usually the governmental body may not impose a charge on the requestor. However, under certain limited circumstances a governmental body may impose a charge for access to information. All charges imposed by a governmental body for copies or for access to information must comply with attorney general rules, unless another statute authorizes an agency to set its own charges.

Public Records Request Forms

The requestor may complete the District's Public Records Request form most applicable to their request (click one of the links below), or submit any other written documentation that provides the requestor’s name, address, email address, telephone number and a clear description of the documents requested.

All Public Information Requests for school district records must be filed with the Communications Department. 
A request may be submitted in writing in one of four ways:

  1. Personally deliver written requests to the District's Administration Building. The request will then be delivered to the Communications Department.
