About Facilities Management
About the Facilities Management Department
The Facilities Management Department, in an effort to support the district's mission, strives to maintain clean, safe, pleasant, and equal learning environments for all students and staff members in an effective and efficient manner. We use three methods to accomplish our goal: the zero-based budget, the computerized work request system, and long-range planning for capital improvements.
Annually each campus principal and department director submit facility requests to be placed in the zero-based budget. The Directors, Principals, and Facilities Management staff prioritize the requested items and submit for Leadership review and approval. The budget is then presented to the Board of Trustees for final approval. All items approved as a priority one are completed within the budget year.
Each campus and department has the capability to enter work requests for emergency and routine maintenance items as needed. The Facilities Management staff review these work request daily and priorities are established. Emergencies are handled immediately and other requested items are given a priority with a scheduled completion date assigned.
The Birdville Independent School District also utilizes a Facilities Assessment Committee composed of a cross-section of community members such as business leaders, city officials, parents, and district staff members to establish the needs and priorities for capital improvements. This committee is led by a professional architectural firm that incorporates demographic projections to help develop a long-range plan for improvements, renovations, and new facilities.

Asbestos Notification
Annual Asbestos Notification: 2025-2026 School Year
In accordance with AHERA 40 CFR Part 763.84(c) Asbestos-Containing Material in Schools, you are hereby notified an Asbestos Management Plan has been created for all BISD facilities by an accredited asbestos consultant agency. In September 2024, Farmer Environmental Group, Inc., a State-licensed and accredited asbestos management consultant, completed the federally mandated, three-year reinspection for this facility. A copy of the re-inspection document is included in the Asbestos Management Plan binder and/or in the Asbestos Management Plan electronic database located in the main office and is available for your review.
The District has taken action to abate the most accessible, friable forms of asbestos-containing materials (ACM), that is, materials that can be crushed with the hand, from its facilities, however; there are some areas of non-friable ACM which remain. Undisturbed, these non-friable materials are quite safe and pose no health hazard. Consult the Asbestos Management Plan for material identification and locations.
Successful asbestos management involves everyone. Please familiarize yourself with the information that follows to ensure the safety of yourself and others in the building.

Birdville ISD’s Energy Conservation Success Earns EPA ENERGY STAR Certification Healthier, More Efficient Buildings for Improved Learning

Birdville ISD recently announced that 26 buildings have earned EPA’s ENERGY STAR® Certification. This recognition is presented to the most energy efficient buildings in the country.
“We are extremely pleased to receive this recognition from ENERGY STAR,” said Birdville ISD Superintendent Dr. Gayle Stinson. “It’s proof we’re operating healthier, more efficient buildings for our students and community.”
“Our energy conservation efforts are saving taxpayer dollars while also helping protect the local environment. Since partnering with Cenergistic on a comprehensive energy conservation program we have saved $5.22 million. Just as importantly, the environmental impact is equal to taking 21,756 cars off the street or planting 486,218 trees in our community. We are proud that our program success is being recognized by ENERGY STAR.” ENERGY STAR Certification was awarded to 26 BISD buildings including: Academy at C.F. Thomas, Binion, Birdville, Foster Village, Francisco, Green Valley, Hardeman, Holiday Heights, Mullendore, Porter, Smith, Snow Heights, Spicer, Stowe, Walker Creek, Watauga, and West Birdville elementary schools; Haltom, North Richland, North Oaks, North Ridge, Richland, and Watauga middle schools; and Birdville, Haltom and Richland high schools.
To earn ENERGY STAR Certification, buildings must rate in the top 25 percent nationwide for energy efficiency and meet ventilation standards. The cost of utilities is the second largest budget line-item for BISD, and the prices for electricity, natural gas, heating oil and water have been steadily increasing. To combat these rising energy and utility costs, the District entered a partnership with Cenergistic to implement a comprehensive organizational behavior-driven energy conservation program throughout all its buildings and campuses. Cenergistic guarantees the conservation program will save taxpayer dollars. Since the program was first implemented, BISD has reduced its energy consumption by 16 percent.
Birdville ISD’s comprehensive energy conservation program addresses energy use throughout the organization. Energy specialists track energy consumption at all campuses through state-of-the-art technology to identify and correct areas where energy is over-used. Laron Street and Chris Latimer work closely with district personnel as well as Cenergistic engineers and experts to continually optimize systems and schedules. Together they monitor energy use with advanced technology and shape energy-using practices through education — affecting how each person in the organization understands, uses and saves energy for years to come. The outcome is healthier, more efficient buildings using less energy — and lower related costs.

Facility Rental Requests (Public):

- To request a facility rental from the BISD district, you must first request a login from the Facilities Management Department. Click on the link above to get started.

Upon receipt, the school campus where the event will be taking place will review the request. If approved, the request will then be forwarded to the Facility Rentals department for final approval. The renter will be advised of the denial or approval of the rental by email. - If the rental request is approved, a Rental Agreement will be drawn up to be signed by the renter and the Facility Rentals Coordinator. Rental fees, refundable deposit and an original Certificate of Liability Insurance (in the amounts of $2 million on the building and $1 million on personal liability) will be due at the time the signed Agreement is returned to the Rental Office. The deposit will be held until the rental is completed. Renter will be advised if additional equipment or guidelines are applicable.
- If the Rental Office determines that security personnel is needed for the renter's event, then a security fee will be applied to the rate as well.
NOTE: A minimum of twenty (20) working days is required to complete the process of checking for availability and review of the request.
