  • In the 19 Texas Administrative Code (TAC) Chapter 89. Adaptations for Special Populations. Subchapter BB, the Commissioner's rules state that all school districts that are required to provide bilingual education and/or an English as a Second Language (ESL) program must establish and operate a Language Proficiency Assessment Committee (LPAC). 
     
    The LPAC uses the State LPAC Framework which provides clarification of the legal requirements and guidelines to facilitate the process The LPAC Framework includes the following sections:

    • English Learner Services
    • Review and Reclassification
    • Monitoring and Evaluation
